The following are summary biographies for key management, engineering and operations personnel associated with Chow Engineering, Inc.

REUBEN H. CHOW, PE – Principal/Chief Engineer

Mr. Chow is a registered mechanical engineer in the State of California with a Bachelor of Science Degree in Mechanical Engineering.  He has over 35 years of experience in engineering management, engineering, design and construction of structures, plant, manufacturing facilities, and in environmental engineering.  He has significant experience in Construction Management and construction of specialty structures and facilities.  Mr. Chow has also performed extensive plant and facilities refurbishment and or closures, including soils and groundwater contamination assessment, facilities inspection and environmental permitting.  Mr. Chow brings expertise in facilities design, construction and installation in power generation, mining, oilfield, manufacturing and processing plant and environmental engineering.  Mr. Chow has wide experience interfacing with the regulatory agencies in California and applying value engineering principles.

LISA KIMURA – Vice President, Operations

Ms. Kimura has 25 years of civil and environmental engineering and project management experience.  With a Master’s Degree from Stanford University in Environmental Engineering, Ms. Kimura has experience in environmental assessments, regulatory compliance, mitigation and closures as well environmental planning associated with new construction and civil improvements.  Her specific experience includes project management responsibilities on several large civil works projects including large-scale wetlands mitigation sites, RCRA and non‑RCRA landfill work, and large concrete structural foundation systems.

AMIR ZAMANI, PE – Civil/Structural Engineer

Mr. Zamani is a registered Civil Engineer in the State of California with Bachelor’s and Master’s Degrees in Civil and Structural engineering and Construction Management.  He has over 15 years of experience in Engineering, Design and Construction Management of new and refurbished Buildings, Structures, Utilities, Plant and Manufacturing Facilities.  He has significant experience in Construction Management and Construction of specialty Buildings and Structures, providing management on multiple projects simultaneously.  Mr. Zamani has performed extensive seismic analysis and design for Plant and Building Facilities refurbishment and upgrades.  He brings an expertise in oversight of the construction of seismic improvements for Buildings and Facilities, and management of field changes meeting project requirements.  He also has significant experience in Heavy lift systems and movement or relocation of Heavy plant equipment and buildings.  He brings wide experience interfacing collaboratively with different groups on major multi-disciplinary projects.

BRUCE G. CLARK, PG – Project Management and Construction Inspection

Mr. Clark is a Project Manager, and Environmental Scientist with over 35 years of experience in Construction Management, Inspection, and Compliance of new and refurbished Buildings, Structures, Utilities, Plant, Manufacturing and Institutional Facilities handling Civil, Structural, Mechanical and Electrical applications.  He has significant experience in oversight of Construction of Buildings and Facilities under specialty Security requirements, together with Utilities, Plant, Laboratory and Research Buildings, handling multiple projects simultaneously.  Mr. Clark has performed extensive Safety and Security related operations on High-importance Government Agency related buildings and facilities and on critical Facilities including Power Plants, Energy Facilities, Laboratories and Ports.  He has also performed oversight of the construction and installation of necessary improvements to the Facilities to attain the required upgrades in Safety and Security.  He also brings significant experience in construction management of Buildings and equipment in supporting infrastructure in military field applications, interfacing with different groups in projects involving several disciplines.

RODGER BERZINSKI – Construction Management Division

Mr. Berzinski has over 40 years of Construction Inspection and Construction Supervision experience.  His project experience includes industrial process and waste treatment systems, fire protection systems, and mechanical systems installation, operation & maintenance.  Mr. Berzinski has significant expertise in Construction Inspection and Construction Management of civil works including Building Facilities, large structural machine Foundations, concrete tilt-up systems, groundwater treatment systems, environmental construction/wetland mitigation projects and industrial waste water treatment systems.  He brings experience in ensuring contract compliance and quality performance by construction contractors and he is knowledgeable in all disciplines.  He prepares Field observation reports documenting Contractor work progress, safety and quality of performance.  He also brings an expertise in oversight of the construction of Fire and Life systems improvements for Buildings and Facilities, and management of field changes meeting project requirements. Mr. Berzinski also performs construction inspection to IBC 2012 and CBC 2013 and NFPA requirements/standards and final Inspection punch lists for project completion.
